World Bank empowers gram panchayats of West Bengal with $21mn funding

The West Bengal has got an approved loan funding from the World bank worth USD 210 million to strengthen gram panchayats to better utilize thew funds for ground level development.

Implementing the recommendations of the 14th Finance Commission and fourth State Finance Commissions, the consolidated fund flows to these Gram Panchayats, the lowest hierarchy in the rural governance, would get more than double by 2020.

The support of the state under the Institutional Strengthening of Gram Panchayat Program Phase II (ISGPP-II), will be supporting all 3,342 Gp's in the state to utilize the funds effectively that is being provided to them under the inter-governmental fiscal transfer system.

World bank is supporting and working for strengthening local communities participation in the planning, budgeting, financial management aspects of the projects and works undertaken in the rural areas.

The loan has a grace period of eight years and a maturity of 15 years. Around 92,000 activities will be carried out by the GP's using ISGPP grants, 54 per cent for the transport sector, 23 per cent on water & sanitation, & 20 per cent on public buildings.
