Some relaxation can be given after deep study of the instructions of the Union Home Ministry. There is also an ongoing exercise to open liquor shops by dividing some areas in Red, Orange and Green zones. After ensuring minimum distance of 6 feet between customers, sales of liquor, paan, tobacco can be allowed.

According to sources, there will be no more than five people at the shop. According to the guidelines issued by the Home Ministry on Saturday, the Delhi government has started the exercise to open liquor shops. The Excise Department has directed 4 government-run agencies, which sell liquor, to identify outlets that meet all the conditions set by the Ministry of Home Affairs. However, it would not be permissible to open liquor shops in the Containment Zone. There are about 450 liquor shops in Delhi excluding malls. They will not open shops which are in commercial area and crowded malls. However, alcohol, paan, gutka, tobacco will not be allowed in public places during the bandh.
