According to media reports, after the arrest of three active members of the Popular Front of India (PFI) in Lucknow, including state president Wasim Ahmed, it has become clear that there was a deep conspiracy behind the violence. In Lucknow, about six months ago, the intelligence system got its indication when some posters were pasted in the Khurramnagar area. In those posters, a young man was shown with a stone in his hand and an attempt was made to invite him against the government. Connections have also come to light from PFI's banned organization Student Islamic Movement of India (SIMI). Sources say that with the help of some other organizations, PFI was in the process of inciting violence in Uttar Pradesh for almost a year.

In his statement, DGP OP Singh says that the UP Police had written a letter to the Central Government about six months ago to ban PFI. After the role of PFI in the violence came to the fore, it would be recommended to ban the organization by sending a reminder to the Central Government. The foundation of PFI was laid in Kerala. According to the intelligence report, PFI was formed on 22 November 2006 in Calicut, Kerala and in July 2007, the organization was registered in Karnataka. PFI works closely with its affiliates. PFI has also created its women and student front. An intelligence report has also revealed the fact that many active officials and members of SIMI are connected with PFI. In western Uttar Pradesh, the district working committee of the organization has been working in Shamli, Bijnor, and Muzaffarnagar.
