A five-member constitution bench headed by Justice NV Ramana reserved the verdict after hearing the arguments of the petitioners and the central government. On behalf of the petitioners, Dinesh Dwivedi, Rajeev Dhawan, and Sanjay Parikh argued, while Attorney General KK Venugopal presented the side of the Modi government. Earlier, while opening the hearing, Mr. Venugopal has argued that the separatists have been raising the issue of the referendum there because he wanted to make Jammu and Kashmir a separate sovereign state.

He gave information about historical events one by one in front of the Constitution Bench, as well as detailed information about the merger of Kashmir into India and the formation of Jammu and Kashmir Constituent Assembly.
