Need to update 'National Population Register' across the country: Home Ministry

New Delhi: The Central government is likely to bring a bill to amend the Registration of Births and Deaths Act for centralised data management, while the Home Ministry in its latest annual report has stressed the need to update the National Population Register database across the country. The ministry's annual report for 2021-22 states that NPR updation and other related sector activities were postponed due to the Corona pandemic. But now the NPR database will be updated.  

According to the report, it will also include a self-updating process, in which residents will be able to update NPR data in paper format and mobile mode after following certain protocols. Demographic and other details of each family and individual are to be updated during the exercise. No documents or biometrics will be collected during the update, as the central government has already sanctioned an amount of Rs 3,941 crore for the purpose. The report also said that from April 1, 2021, to December 31, 2021, a total of 1,414 citizenship certificates have been awarded by all authorities, including the MHA. Of this, 1,120 have been granted registration under Section 5 and 294 under Section 6 of the Citizenship Act, 1955, the report said.

The annual report also said that the central government has delegated its powers to grant Indian citizenship in registration regarding members of Hindu, Sikh, Jain, Buddhist, Christian or Parsi communities from Pakistan, Bangladesh and Afghanistan to collectors of 29 districts and home secretaries of nine states. The delegation (of powers) will expedite the process of granting Indian citizenship to migrants of the above category, as a decision will be taken at the local level, the report said.
