The institutions will have the autonomy to recruit faculty and staff.

Indian government has taken steps in forward to allow the foreign universities to set up their campuses and award degrees as a part of an overhaul of the South Asian Nation's higher education. This efforts of government will serveas a game changer in the Indian education system and will also allow students to have a world class experience of education within India without incurring any higher cost.

UGC chairperson M Jagadesh Kumar made a announcement regarding the criteria for establishing higher education foreign institutions in the country in line with the National Education Policy (NEP), 2020 with inciting suggstions and feedbacks from the general public.

India needs to boost up their education sector to come strong in the competitive and close growing gap between college and narket demand. India has been ranked at a position of 101 among the 133 nations in the Global Competitiveness Index, 2022.

Prime minister Narendra Modi and his government is pushing country's heavily regulated education sector to provide Indian students opportunity to obtain foreign qualifications at an steardy cost and turn India into a global study hub, which will also help to tap the youth population.

The first bill relating to allowing the foreign universities to open their campuses in India has came in 1995 but could not proceed further, then again in 2005-06 same draft came in the legislation but could not go beyond the Cabinet Stage. There have some foreign universities which have already setup bonds with Indian universities allowing the students to partially study in India and opt for semester exchange or dual degrees.

UGC Chairperson said if any university wants to setup their campus in India they need to be in the top 500 list of overall colleges or subject wise global rankings. He also said that "There will be a provision for need-based scholarships in all these universities". Universities coming to India will provide full-time residential courses in physical mode only.
