Chandigarh: Congress MLA from Haryana Raghubir Kadianco has been appointed as Protem Speaker. On November 4, he will take oath of secrecy of the post. On November 4, 2019, the first session of the 14th Vidhan Sabha will begin, Raghubir will take oath before the session begins, after which the speaker will be elected. Let us tell you that 75-year-old Raghubir Qadian had accepted the Protem in 2014 also.

He secured the post of MLA from Berry by winning the election on a Congress ticket. He is also the oldest legislator of the 14th assembly. On the second number comes Jajpa MLA Ramkumar Gautam from Narnaund, who is 73 years old. The Protem Speaker is appointed by the Governor and only one of the senior-most legislators is selected for this post.

It is appointed until the speaker of the assembly is elected. It is the Protem Speaker who gets the newly-elected MLAs to be sworn in because the MLAs are required to take oath first. Only then will he be considered a member of the Legislative Assembly. The speaker was elected only after the MLAs were sworn in.
