Uttarakhand puts ban on re-appointment of Retired officers

Dehradun: The government has imposed a conditional ban on re-posting of retired officers and employees to departments or on contract. If there is any deployment, the department concerned will have to write that there is no qualified person holding the post in the department. Such certificates will also be tested in promotions, and necessary retirement of such officers will also be considered.

According to an order issued by Chief Secretary Om Prakash, officers reappointed to the departments will train other officers of the department within six months to one year. In departments where retirement age is more than 62 years, there will be no reappointment under any circumstances. The Chief Secretary has also said that the reappointment made without the permission of the Department will be treated as serious misconduct, and the salary of the reappointed officer will be withheld in such cases.

The instructions were issued in 2013 on reappointment. Even then, there has been a re-appointment in many departments. The problem of personnel is that if the Department rejects the proposal for reappointment, the concerned department is giving the postings with the approval of the Chief Minister. In many cases, four or five or even more personnel are being reappointed in this manner. There will be no post-retirement deployment.
